RELATION BETWEEN PENALTIES SYSTEM AND REQUIRED COMPENSATION COSTS

RELATIE TUSSEN KORTINGENSYSTEEM EN NOODZAKELIJKE COMPENSATIEKOSTEN

This analytical treatise corresponds with a statistical plan of penalty clauses that now has been elaborated and that will be embodied in the prescriptions for quality control of pavements. The calculations presented in this publication provide a basis for the penalties. It is demonstrated, however, that these penalties by no means constitute a full compensation of the financial losses inflicted by imperfections of materials or execution. The consequences of departures from the standards with respect to (1) layer thickness, (2) voids ratio and (3) bitumen content are discussed. It is concluded that the penalty sums amount to only 30, 15 and 30 per cent respectively of the cost due to the decrease of service life of a flexible pavement resulting from the said defects. /TRRL/
