THE AUTOMOBILE AND THE ENVIROMENT-IMPLICATIONS FOR THE PLANNING PROCESS
This report is one of a series of seven in a study commissioned by the Environment Committee of OECD to investigate the impact of the automobile on environmental policy. This paper specifically treats the implications for transportation policy decisions of social and environmental considerations. In the past, the major concern of transportation planners has been the development of the most efficient and economical mode of transportation. Now, however, planners must incorporate the concerns of environmentalists in their decision-making processes. In order to achieve this, a general framework must be created to be used as a guideline. This report presents those guidelines, based on principles of early, knowledgeable involvement of local officials and the public; diversified transportation mode choices; timely identification of all possible effects; and fair compensation in the case of adverse effects. The six chapters of the report describe procedural guidelines for a planning process, community interaction, evaluation and reporting, interrelation of system and project planning, and implementation. Because this report is concerned with transportation planning applicable to many different situations, it is naturally broad in its scope, although citing some specific examples to prove the effectiveness of certain techniques.
