NIGHT TIME VISIBILITY: NEW TOOL TO IMPROVE USER SAFETY . NATIONAL TRANSPORT CONFERENCE; TRANSPORT FOR THE USERS; MELBOURNE, 23-25 MAY 1989; PREPRINT OF PAPERS

Users of transport systems at night depend on a variety of visual clues to guide them. These clues are significant when they become conspicuous, that is, when they attract the attention of the user. In transport systems two general types of clues for nighttime use are commonly found. One type is self luminous, called primary, such as signal lights, rear vehicle lights, barricade lights, etc. The other type reflects light from it's surface and is called secondary. Both types depend on contrast with the background in order to be conspicuous. This paper reviews the devices used to obtain conspicuity in modern transport systems. Examples of good and poor roadway lighting, positive and negative contrast, visibility criteria and properties of retroreflective devices are given. An important requirement for user safety is the maintenance of these devices. In the USA, various performance standards will be implemented during the 1990's to assure user safety. New technologies will be used to monitor the performance of these devices. A brief summary of current research and the organizational structure for implementing these safety improvements concludes this paper (a).
