This paper presents the first results of a study on the provision of transport by long term car rental services. A definition of a lease car is given and popular forms of leasing are described. Then the supply side of the lease car market in the Netherlands is analysed. The demand for lease cars is then described. Special attention is given to the factors determining this demand. Special attention is also paid to the new tax legislation which will be introduced next year. The main conclusion is that the demand for lease cars will increase as a result. It is concluded that the further increase of lease cars is likely to affect the effectiveness of transport policy.
