By encouraging bicycle use, car traffic can be decreased in both the central and the peripheral parts of cities. In Amsterdam, mobility problems caused by the increasing flows of car traffic are greatest near the boundaries of the metropolitan area, where bicycle traffic is almost negligible. The average trip lengths of the various transport modes, indicate that the bicycle's share in urban traffic could be much greater. To promote this, bicycle facilities must be considerably extended and improved. The first improvement needed is the more effective prevention of bicycle theft, not only near the home, but also at the work place. The use of public transport could also increase, if cycling to and from stations is made more attractive. Finally: cycling is good for both the cyclist and the environment; this would justify direct tax benefits for cyclists. For the covering abstract of the conference see IRRD 825702.
