GENERAL APPROACH TO ENERGY PROBLEMS IN THE LAND TRANSPORT SECTOR IN JAPAN. ENERGY EFFICIENCY IN LAND TRANSPORT. PROCEEDINGS OF A SEMINAR ORGANISED BY THE COMMISSION OF THE EUROPEAN COMMUNITIES, DIRECTORATE GENERAL FOR ENERGY, LUXEMBOURG, MAY 16-18, 1988

This article describes the modal split between various forms of land transport in Japan (aircraft, boats, private or public cars, buses or trains) and the energy consumption of each. Details are provided of the methods introduced to save energy, by encouraging use of public transport, improving freight efficiency, and research into more efficient materials or alternative energy sources. The government actively encourages public transport. New railway or underground railway construction or improvement is encouraged by providing financial assistance and by passing new law that allows part of the construction cost to be added to the fare in advance. Public corporations have been set up to run, construct or help design new railways and to encourage cooperation between different companies. The bus system is being revitalized by providing adequate subsidies, by improving the operating environment by providing priority bus lanes, and providing administrative guidance on improvements to bus stop facilities and vehicles. Deluxe urban buses and total bus route control systems have also been introduced. Freight transport has been encouraged to become more efficient by the introduction of cargo transport information systems, encouragement of long distance container transport, use of larger trucks, promotion of energy saving driving methods and greater co-operation between operators. Research has been focused on energy saving vehicle design methods such as the production of lighter materials for vehicle construction, engine improvements, reduction of tyre road friction, and design of linear rail cars such as maglev and linear motor driven underground rail cars.
