LOCAL AIR SERVICES CARRIERS POLICY--EXPLORATION OF POLICY OPTIONS
The main features of the structure of the industry and the accessibility criteria relevant in the sectors served by these carriers are outlined; the constitutional, legislative and policy frameworks are reviewed; local service, remote area and commuter/feeder operations are discussed; alternative approaches to the development of air services are suggested; and policy issues and options are examined. The major policy issues are identified as: the provision of access to communities where the service cannot be self-supporting; the stabilizaiton of service availability under conditions of market fluctuations; coordinating between regional policy objectives and aviation development; and coordination of local air service policy with overall aviation and transport policy. The continuation of the present system of regulated competition, the present system combined with promotional and/or stabilization policies, and the system planning approach are distinguished as the three main sets of options.
