It was decided not to introduce the preliminary driving licence in the Netherlands, though it is an important, cheap, and effective measure. This article is meant to reopen the discussion on the subject. Attention is paid to: (1) involvement of recently qualified drivers in accidents; (2) possible measures to prevent this; and (3) the preliminary licence. Conclusions and recommendations are given. In order to be effective, the preliminary licence should impose some restrictions on the new driver. (TRRL)
