GREEN LIGHT FOR THE ROAD AHEAD
This article reports on the prospects for large cash savings on road maintenance when the new pavement management system (pms) is available. It seems likely that there will be overwhelming support for pms by both local authorities and the dtp. Anticipated savings by both metropolitan districts and counties would be over 5 times the expected running costs. However, there is considerable concern about the transition from the existing, very popular March system to pms, about financial questions, and about the particular problems of urban highway authorities. Nevertheless, a comprehensive system for managing road maintenance, such as pms, is expected to bring both economic and political benefits. Politically, it is seen as a powerful tool for obtaining more resources for road maintenance.
