THE LIGHT FANTASTIC. CITIES SEE LIGHT RAIL AS AN EFFECTIVE SOLUTION TO THEIR TRANSPORT PROBLEMS

Interest in light rail transport has increased rapidly in the UK over the last two years as many conurbations regard it as an effective solution to their transport problems. The government is willing to support light rail schemes provided they are more cost-effective than other solutions, bring benefits to non users and there are land development advantages. This support is limited and measures to minimise public sector involvement is effecting the market. Details are given of the light rail systems in operation, those under development and several studies at present under way. Although some contracts have been let to design, build and operate, such systems most authorities and industry believe that design and build should be separated from operation. It is unlikely that more than one operator will be allowed on any one system and the regeneration of depressed industrial areas has acted as a stimulus to private development. A private company is emerging in Bristol to promote a light rail system for the county of avon. Bus deregulation has not threatened light rail development; bus operators view their position as the providers of feeder routes.
