CONSTRAINTS WHICH IMPEDE EFFECTIVE CONTROL OF ROAD ADMINISTRATION. IMPROVEMENT PROGRAMMES

The growth in traffic and general developments in society have placed new demands on the road administrations in the nordic countries. The budgetary constraints under which work is carried out are of essential importance for rational operation. In Norway, the road budget is granted under 5 heads subdivided into 10 items. Transfer of money between heads requires the approval of ministry of finance and preferably Parliament. Administrative staff salaries are voted separately, and number of posts is regulated by ministry of finance. Work is in progress on making system more flexible. In Denmark, grants are given for administration, operation and maintenance of roads and bridges, construction of roads and bridges, self-financing schemes. Transfers between items in the first three are possible, but transfers between heads require ministry of finance approval. Number of posts is limited. In Sweden, grants are given under 9 heads. The conditions governing these have little influence on efficient operation. Salaries for staff are granted under the appropriate heads. In Finland, budgetary structure is complicated, with more than 40 cost items. Transfers between these require a very lengthy procedure. Staff salaries are dealt with separately.
