ROAD SAFETY. WORKING TOGETHER TO CUT ROAD CASUALTY TOLL
In this article issues raised at the permanent international association of road congresses (PIARC) meeting in devon on 'engineering safer roads' are discussed. The Department of Transport (dtp) put forward the view that regional casualty reduction targets should be specified in co-operation with local authority representatives. The institution of highways and transportation was commended for producing guidelines for establishing a road accident data system for identifying problem sites. The dtp highlighted the need for a comprehensive road safety inventory which would include: (1) information on unreported accidents that might be available from police or hospital records; (2) co-ordinated road traffic data to enable highway accident rates to be developed; (3) information on relative levels of exposure to risk of road user categories; (4) information on relative frequency of accident involvement by local and non-local road users; (5) demographic information on population distribution and age related trends; (6) records of highway and development modifications; and (7) monitoring information on all road schemes. A speaker from devon county council stated that an accident reduction target of 3% a year had been set in devon, and that staff used an integrated information management system, enabling all staff involved in the design and implementation of highway improvement maintenance and traffic management schemes to have an understanding of accident prevention principles and easy access to relevant data.
