ROAD NETWORK IN ORISSA - A CRITICAL EVALUATION

This paper discusses several aspects of the road network in orissa state, India. After presenting some relevant statistical data, it considers: (1) the status of national highways in orissa; (2) the central sector scheme; (3) the minimum needs programme; (4) the rural landless employment guarantee programme; (5) the road development programme; (6) management and road maintenance. It is concluded that the orissa road system has many problems, which require detailed research and many remedial measures. The following recommendations are made: (1) roads must be brought into the "core sector" and given plan allocations of at least 10%; (2) additional tolls and taxes should be levied; (3) more roads in the state road network should be brought into the "n.h. Grid", for greater mobility, faster transport and national economic benefit; (4) all orissa state roads should be brought under a single agency, preferably a technical department; (5) planning should be better disciplined, more scientific and related to needs; (6) maintenance grants for roads should be based on such considerations as topography, geological conditions and susceptibility to natural disasters; (7) expenditure on work-charged staff, fair weather roads, and flood and storm damage repair should not be charged to the maintenance and repair grant; and (8) improvements to road layouts and surfaces and elimination of road accidents should be undertaken by stages and funded from the maintenance and repair grant, according to priorities.
