YESTERDAY'S SWAMP
The article discusses the section 404 of the Clean Water Act and its requirement that developers, transportation and harbors officials, and others avoid or drastically reduce their impact on wetlands, and failing that, compensate through mitigation for unavoidable wetland loss either by restoring an existing wetland or building a new one. Innovative work in wetland evaluation and mitigation by the Federal Highway Administration and variuos state transportation departments are noted. The FHWA is teaching state transportation officials and contractors how to determine the value of a wetand with the Wetland Evaluation Technique, a 4-day course. A study funded by the FHWA is also noted. An innovaive mitigation project initiated in DuPage County, Illinois is described. The U.S. Army Corps of Engineers' research in this area is described.
