WHEN BUFFALO NO LONGER ROAMED
The crisis in Buffalo, New York in April, 1990 is described when its public transit system ran out of funds. The complex plan developed by the Niagara Frontier Transit Association (NFTA), which governs Buffalo's Metro Bus and Rail system is described. With the federal government asking states and local governments to contribute more money to transportation while it contributes less, more such scenarios may be inevitable. It is noted that every system needs federal assistance, and the federal government should become more financially aggresive in the transportation arena.
