THE APPLICATION OF NEPA (NATIONAL ENVIRONMENTAL POLICY ACT) TO FEDERAL HIGHWAY PROJECTS

State highway departments and transportation agencies have a continuing need to keep abreast of operating practices and legal elements of specific problems in highway law. This report is a new paper which continues NCHRP's policy of keeping departments up to date on laws that will affect their operations. This paper will be published in a future addendum to "Selected Studies in Highway Law." The contents are as follows: (I) Introduction; (II) What is a "Federal Action"; (III) The NEPA (National Environmental Policy Act) Document Required: When is an Action Major and What are Significant Impacts; (IV) Scope and Content of an Environmental Impact Statement; (V) Supplemental Environmental Impact Statements; (VI) Administrative Record; (VII) Other FHWA Approvals - Issues Relating to One-Stop Processing and Avoidance of Duplication; and (VIII) Conclusion.
