ECONOMIC GRIDLOCK

Congresional leaders such as Representatives Norman Y. Mineta (D.-California) and Bud Shuster (R.-Pennsylvania), Senators Steve Symms (R.-Idaho) and Daniel Patrick Moynihan (D.-New York), Federal Highway Administrator and James K. Baker, Chairman, U.S. Chamber of Commerce, give their views as to the focal point of future highway legislation, the federal role in the nation's transportation programs, the impetus needed to bring the serious problems of the highway infrastructure to the forefront and addressing them, the potential role of the private sector in meeting the transportation needs of the future, the possibility of increasing the funding level of the Highway Trust Fund, and the role of mass transit, if any, in relieving traffic congestion and suburban gridlock.
