The article describes Toledo's snow plan in which advance planning of truck routes and labor and equipment allocation provides efficient snow removal. The program follows a 5-stage plan in which major streets receive the first service on a 4-level traffic priority basis. Thirty-two trucks are available on callout, and are assigned to designated routes on a priority determined by traffic volumes. Four additional trucks are used to remove snow and ice from approximately 192 bridge decks city-wide. The details of the 5-stage plan are briefly described. In the fourth stage which covers snowfalls of above 5 inches, or excessive drifting, contractual equipment is used. A private weather service provides up to date data supplied directly to the duty supervisor.
