HIGHWAY LIGHTING AND ELECTRICAL ENERGY CONSERVATION. GENERAL WARRANTS AND RECOMMENDATIONS
Although reducing highway lighting would contribute to electrical energy savings, it is felt that the possible concurrent reduction in safety does not justify radical measures. The warrants adopted in this report will serve to limit lighting to areas where its benefits cannot be denied, and would serve to eliminate existing lighting installations which are no longer necessary. The warrants for installation of highway lighting are based on a combination of traffic volumes, accident ratios, and roadway geometrics. Temporary reductions are suggested for systems which do not conform to the proposed warrants. This action, combined with elimination of non-essential lighting on non-limited access roadways, and conversion of all mercury vapor liminaires to high pressure sodium will result in a total energy consumption savings of from 45 to 55 percent. /HRIS/
