WEST LONDON TRANSPORT STUDY: A REVIEW OF DEPARTMENT OF TRANSPORT COMMISSIONED STUDIES IN WEST LONDON, WITH PROPOSALS FOR A FRESH APPROACH

This study responds to issues raised by the est London assessment study (wlas) stage 1 and 2a (see IRRD 803943) and by the western environmental improvement route (weir) options appraisal report (see IRRD 809560). Discussions with the boroughs most closely involved has been an important part of the study. The conclusions of the report, and a discussion of the key issues is given in chapter 1. Chapter 2 provides a detailed critique of the three major studies listed above, and sets out the recommended assessment approach. Chapter 3 reviews current assessment methods, concludes that these are largely unsuitable, and justifies the use of an objectives based technique. Chapter 4 builds on existing work from a wide range of sources to derive a preliminary set of objectives, and then proposes an outline method by which the performance of different transport options can be measured. In chapter 5, this is applied to the 10 existing wlas options, and to an 11th, which is based on the approach prefered by the London planning advisory committee (lpac). A summary of findings in the order in which they appear in the report is given in chapter 6. (TRRL)
