TESTING A WARNING TRAFFIC LIGHT FOR PEDESTRIANS

This report described tests using different pedestrian crossing traffic light configurations. Account was taken of the red light violation at such traffic lights by pedestrians and the police verbal warning policy for such an offence. It was recommended that the red pedestrian light should be replaced by a flashing orange light. The meaning of this orange flashing light would be:-"be aware of other traffic, crossing is at your own risk but is not an offence". A green light would still mean that it is safe to cross. Studies were conducted at each location both before and after the introduction of the new signal system. An analysis of gap times showed greater comfort for the pedestrian using the new configuration with no decrease in safety. It is stressed that research should be carried out in other locations, and that a newer, better observation technique should be used. (TRRL)
