SPEED ZONING: A REVIEW OF PRINCIPLES AND PRACTICE IN NEW SOUTH WALES

A comprehensive review of the principles and implementation of speed zoning in NSW was conducted, with a view to ensuring that the relationship between speed limits and the road environment is credible and consistent. The review was conducted as an integral component of the nsw government's speed reduction initiative -a long term commitment to tackling the speeding problem. The initiative is embodied in the "take it easy" campaign, a structured program of advertising, publicity, enforcement activity and legislative review aimed at public education and ultimately modification of speeding behaviour. The aim was to provide a publicly acceptable system of speed control measures, having regard to the need to contain speeds to levels appropriate to traffic, environment and ambient conditions. It examined the traffic engineering practices whereby speed control measures are implemented, and was seen as a prerequisite to any future introduction of measures aimed at modifying speeding behaviour and maximising compliance with speed controls. Urban and rural roadways were considered; speed limits, speed zoning, advisory speed signing and enforcement practices were addressed. Attention was given to the identification of typical anomalies and inconsistencies that appeared to exist in practice with regard to the setting of speed controls. Proposals and possible treatments to address these were identified and examined. Emphasis was given to pursuing opportunities that existed within the standards and guidelines for modification or extension of practices which would lead to more credible and effective zoning in NSW.
