TRANSIT FUNDING AND INFRASTRUCTURE STUDY

With a view to obtaining maximum productivity from the road, street and transit systems, the technical council of the roads and transportation association of Canada elected to undertake an assessment of the current levels of expenditure on Canadian road and transit systems and the levels which would be required to maintain acceptable surface and service conditions. Results of the road and street portion of the study were presented in the roadway infrastructure report and update (IRRD 807016 and 807163). The current report presents the analysis of transit funding, including (1) operational funding, including labour and benefits and the administrative, operating and maintenance expenses; and (2) capital funding to maintain the transit infrastructure. Data from a number of sources were collected to compare funding levels with total financial needs. Results indicate capital funding shortfalls of at least $150 million annually for the years 1985 through 1987, particularly with respect to funding for transit vehicles. As far as operational funding is concerned, although there may be problems within specific regions or provinces, on a national basis the funding appears to be adequate provided that there is a continuation of support from the provinces for both capital and operations. It is recommended that a forum for the review of capital funding be undertaken, and that individual provinces review the approach and data presented in this study with respect to their individual needs.
