HARMONIZING ROAD TRAFFIC LAWS AND REGULATIONS IN THE SADCC COUNTRIES

This paper presents the activities of the Southern Africa Development Co-ordination Conference (SADCC) for coordinating and unifying the road traffic laws and regulations in the SADCC countries. It considers: (1) problems; (2) international regulations; (3) previous work in the SADCC countries; (4) recommended legislation; (5) implementation. The main problems concerning traffic safety and enforcement are: (1) give way; (2) road signs; (3) speed limits; (4) passengers on trucks; (5) driving licences; (6) vehicle conditions; (7) enforcement of regulations; (8) knowledge of regulations. The recommendations to SADCC countries are based directly on the recommendations to the 1968 Vienna Conventions on Road Traffic and on Road Signs and Signals, as modified in the 1970s. They represent a minimum legal text that must be introduced to obtain a harmonised system in Southern Africa; local needs can be met by adding further text. The Road Traffic Act aims to promote traffic safety and efficient traffic flow; the rules of the road are made part of the Act. Various subsidiary regulations are also recommended. Implementation of the SADCC Recommendations requires: (1) adaptations of the legal text to national conditions; (2) further funding; (3) massive information campaigns in most SADCC countries.
