SUBSTITUTION CAR - PUBLIC TRANSPORT
SUBSTITUTIE AUTO - OPENBAAR VERVOER
The possibilities for encouraging the use of public transport instead of the private car are central issues in Dutch government policy. This report investigates the effect upon modal split that would arise if public transport is increased to the maximum possible level. It must be emphasized that the results thus obtained are only hypothetical. The results show that although public transport use is small when compared to total trips effected, relative increases in use caused by such a scheme are high in comparison to the decrease in car use. Small decreases in car use can have a large effect on public transport use. Such changes are greater at the local level than they are at regional level. However the potential increase in public transport use decreases with decreasing size of the travel section studied, such sections studied being: national, regional, working day, peak hour, and individual journey to work.
