STATE-OF-THE-ART STUDIES/PRELIMINARY WORK SCOPES: IMPACTS AND EFFECTIVENESS OF FREEWAY TRUCK LANE RESTRICTIONS. FINAL REPORT
A state-of-the-art study has been conducted to investigate the strategies used by state highway agencies to restrict trucks from certain lanes on urban freeways, and the impacts of such restrictions on traffic operation and safety. The study was based on a review of literature pertaining to truck lane restrictions and a survey of state highway agencies about their experience with such restrictions. The information obtained from both sources was used to assess the objectives and effectiveness of the restrictions, current restriction methods, enforcement practices, and procedures for evaluating the restrictions. It was found that although truck lane restrictions have been imposed in a number of states for many years, the effects on traffic operation and safety are still not well known and their cost effectiveness is still in doubt until some comprehensive studies are made. The study also provides suggestions to improve the evaluation of operational and safety impacts of current lane restrictions on the Capital Beltway in Maryland. Finally, the study proposes a methodology for predicting the operational impacts of the restrictions.
