The paper describes the method of calculating signal setting at an isolated-signalized junction in order to minimize the linear combination of the total average delay and the number of stoppings subject to certain constraints. It is shown that due to the nonlinearity of some of the constraints, it is more suitable to transform the problem into a problem without constraints. The advantages of the method are described such as fuel consumption, the cost of losses etc., by the selection of stop penalties factor at a junction. Finally, the results obtained by using a computer program based with the proposed method are outlined. For the covering abstract of the conference see IRRD 818719. (TRRL)
