The concept of the accessibility of places of work and profiles for mobility, as presented in the fourth note on physical planning, can be considered as an answer to criticism about the Dutch national physical policy and its relationship with the policy on traffic and transport. In the second note on traffic and transport this concept will act as a framework for agreements about investments for the urban infrastructure aimed at improvements of public transport and road construction. A strong steering policy for the location of places of work on the basis of their modal split is necessary. With a large amount of money from the governmental budget for the improvement of public transport the time has come to influence the modal split in commuting traffic in favour of public transport.
