According to recent definitions strategic planning is a goal seeking, iterative process that produces strategies (goals and means). This process is meant to encourage commitment, and promotes a package deal between the parties involved. An approach that shows many simularities with the strategic planning approach was used for the preparation of the national traffic and transportation plan. This plan forms the basis for a so called traffic and transportation scheme. An attempt has been made to measure the performance of this approach. At first it was percepted whether or not all phases of the (theoretical) approach have been applied. These phases are: perception and analysis of the existing policy, external and internal investigations, development of strategies, evaluation of the strategies and choosing definive strategies. The performance of the approach has been measured according to a set of criteria. The evaluation shows that the sequential process has been applied throughout, but that the process has not been finished. The package deal has not been formulated yet. Setting up this package deal is not an easy task. Because the government has granted the finances for the scheme, it is likely that a solution will be found reasonably quickly. (Author/TRRL)
