HOE ZWAAR WEEGT DE TOEKOMST?

This paper deals with the question as to what extent future plans can survive in day by day decisions. For this purpose a case study is introduced of a tramline reservation which has been abolished in favour of a private housing development. Two decision-models are considered: firstly, a utility maximization model. This model includes amongst others likely extra costs, to be spent in the future to build the tramline somewhere else; secondly, an uncertainty reduction method. It successively introduces information about elements to be included in decision-making. The example in the paper considers elements such as implementation opportunities and light-rail policies. Conclusions include the statement that future plans should be assessed for their contribution to present problems in order to avoid opportunistic decision-making. (Author/TRRL)
