OFFICIAL REPORT SAYS: SPEED DOESN'T KILL

This is an excerpt from the appendix to the National Research Council Report, '55: A Decade of Experience.' The appendix presents technical data from research that shows that speed as such is not the major source of highway fatalities, and that the problem instead is the variance in speeds. Multiple regression anslyses to predict the variable 'fatalties per vehicle mile traveled' are described. Models to yield direct coefficient estimates for the separate effects of speed and speed-variance are also described.
