SEAT BELT LEGISLATION AND THE POLICE CHIEF
New York became the first state to implement mandatory seat belt legislation in 1984. This article describes the prelegislation issues, issues connected with the enactment of the legislation, implementation of the law, and its evaluation. The New York program focused on steady and consistent enforcement. It is important that law enforcement executives play a major role in the legislation process, particularly, in educating legislators and interest groups. The enactment of the seat belt law in New York has proved to be a positive program.
