ALLEYS - NEGLECTED ELEMENTS OF THE CENTRAL BUSINESS DISTRICT
It is described how Boulder, Colorado and its business comunity have generated a turnaround of the character of the central business district's alley system by incorporating downtown alleys as part of its 'streetscape.' The project incorporated an utilitairan as well as an aesthetic dimension in its program. The article describes the background to the project, the funding philosophy and conditions for improvements, the project scope, and how some of the obstacles were overcome. The construction of the project is described, and recommendtions are made. It is noted that few projects of this size involve the diversity of needs, the range of conflicting objectives, and the political clout of the business community.
