WHAT YOU CAN'T SEE, CAN HURT YOU
When a comprehensive street rehabilitation program was implemented in Burlington, Vermont, in 1985, it became clear that the uncertainties associated with the condition of aging sewer lines beneath the streets was a serious threat to the integrity of the street program. The question was how to identify these utility conflicts before paving began. In 1986, the Burlington Public Works Department began operating a sewer inspection system that uses video tape equipment. Since then the system has been greatly enhanced by interfacing a computer analysis program called Linefix. It was found that the cost of sewer inspection, and the development and implementation of preventive maintenance programs before street rehabilitation begins, is minor when compared to the high costs of utility repairs after street reconstruction.
