PUBLIC TRANSPORTATION PERFORMANCE MONITORING
The objective of this paper is to provide background, raise issues, and stimulate discussion on the topic of public transportation monitoring. Covered in the paper are the following areas: concern for performance; factors that influence public transportation performance; basis for evaluating public transportation performance; structuring appropriate performance indicators; prospective changes in UMTA Section 15 reporting; and performance monitoring issues. An Appendix contains the final recommendations of the APTA Section 15 Committee.
