1990 FLEET REFERENCE ANNUAL. CONGESTION, DETERIORATING ROADS AND BRIDGES WILL COST MONEY

For the trucking industry, delays caused by the closing of bridges, inadequately maintained roads, and traffic jams increase driver and freight costs, cause unnecessary fuel consumption, cut down on productivity, contribute to air pollution and create stress. This article comments on what is being considered as Congress debates reauthorization of the current Federal Highway Program which expires September 30, 1991. Taking the Federal Highway Trust Fund out of the unified budget, spending down the surplus in the trust fund on infrastructure projects, removing the tax exemption for gasohol, and shifting federal responsibility for funding and managing the highways to the states and private sector are some of the options being discussed. Major points covered by the Bush administration's National Transportation Policy released in March 1990 are also examined. Included with this article are maps and charts providing data on current state laws and regulations affecting motor carriers.
