RELATIONS BETWEEN TRAVEL-TIME AND TRAFFIC FLOW FOR THE LINKS OF ROAD NETWORKS CONTROLLED BY FIXED-TIME SIGNALS
This paper shows how the traffic network study tool TRANSYT can be used to estimate, for each link of a road network controlled by fixed-time traffic signals, a relationship between travel-time and traffic flow corresponding to any particular settings of the traffic signals, with a view to applying equilibrium methods of traffic assignment to such networks. Estimates are made for the links of a real network, and the extent to which the resulting relationships have the functional form that is requred by the assignment methods is examined. Ways of dealing with links for which the estimated relationships do not have the required form are suggested, and possible procedures for iteratively interleaving traffic control and traffic assignment calculations are outlined.
