DEVELOPING SE REGIONAL STRATEGIC GUIDANCE: TRANSPORT ISSUES IN THE SOUTH EAST. A CONSULTATION PAPER (NOVEMBER 1987)

The main purpose of this statement is to form the basis of advice from conference to the United Kingdom's secretary of state for the environment concerning the introduction of a transport element into the regional strategic guidance (rsg). In so doing, some objectives for transport are first identified. Transport's contribution to the existing rsg objectives is then discussed, and the restraints in the transport system which hinder the achievement of these objectives are identified. The necessary action by government to resolve these constraints are then identified. The provision, use, problems and deficiencies of transport in the region are discussed in chapter 2. Chapter 3 outlines the national policy context, ahd chapter 4 transport's role and some basic transport goals for applying in the region. Chapter 5 examines in detail action required for both achieving the transport goals, and enabling transport to play its part in the realisation of the three rsg objectives. Conclusions and recommendations are given in chapter 6.
