INTEGRATED METHOD OF INFORMATION AND ENFORCEMENT AS A TRAFFIC SAFETY METHOD

The purpose of project tieva in oulu district was to find out if it is possible to effect driver behaviour by an integrated traffic safety method consisting of information and enforcement. The aim was to increase the subjective risk of being caught by concentrated information and enforcement. It was supposed that the increased subjective risk to be caught will lead to safer driving. Changes of driving behaviour were analyzed by speeds, seat belts use and drunken driving. All the most important newspapers (9) and local radio stations were involved with the experiment. Eighty percent of drivers, who were interviewed, knew the project. The subjective risk to be caught increased so that it was three times greater just after the project compared with normal situation. During the experiment the use of seat belts in rear seats increased 21%. The number of drunken drivers was 0.2% of all drivers in traffic. During the experiment there were caught 8 times as many drunken drivers as usually. The average speeds decreased about 1 km per hour. The effect lasted, however, only a very short time. (TRRL)
