AMTRAK'S FUTURE MAY DEPEND ON A TRANSPORTATION TRUST FUND

The question of funding for Amtrak comes under scrutiny yet again. It is suggested that some type of balanced transportation trust fund be set up which allows all modes of transportation including Amtrak to have a financial share of the fund so that long term planning and capital costs can be handled or that one cent of an increased gasoline tax serve as the source of funding for Amtrak. At present, Amtrak's dependence on the whims of the annual Congressional budget allocations disallows long term planning and Amtrak's ability to purchase needed rolling stock and other capital expenditures. If needed funds were more or less guaranteed, Amtrak could improve services, purchase needed rolling stock, and serve as an alternative mode of transportation, relieving some of the congestion from the nation's highways.
