BRINGING COMMUTERS IN FROM THE COLD
It is described how local governments together with the Council of Governments, has developed a snow emergency plan to pull together a coordinated set of procedures for a regional attack on snow or ice emergencies in the Washington metropolitan area. The plan coordinates the response to snow emergencies through improved dialogue among local jurisdictions and state and federal agencies. The thrust of the plan is on improved procedures, better information sharing, better communications, better coordination, and improved notification among local jurisdictions. Specific procedures in the plan include conference calling, priority plowing, and zone dismissal to avoid gridlock on the roads.
