EFFECTIVENESS OF SEATBELTS AND DEVELOPMENT OF USAGE RATES IN THE FEDERAL REPUBLIC OF GERMANY: FROM MANDATORY SEATBELT INSTALLATION (1974) TO LEGISLATING A FINE (1984). ENGLISH TRANSLATION
In this paper seatbelt legislation in the Federal Republic of Germany is outlined and belt effectiveness assessed on the basis of the accident statistics. Then follows a description of the methods used in the seatbelt surveys conducted by the Federal Highway Research Institute (BASt) since 1975. The factors affecting belt utilization are briefly discussed. The paper concludes with a summary outline of belt usage by rear seat occupants (adults and children).
