INTERNATIONAL AGREEMENTS AND DIFFERENCES IN APPLICATION. TRANSPORT FOR DISABLED PEOPLE: DISABLED PEOPLE AND CARS - ECMT SEMINAR, PARIS, 12-13 APRIL 1988

The objectives of this paper are twofold: (a) to describe existing international agreements and directives on obtaining and retaining a driving licence; (b) to examine the extent to which these agreements permit national legislations to introduce or retain provisions of a purely national character; and (c) in particular, to assess how these agreements and the discretion available to national legislations affect disabled people in their attempts to obtain or renew a licence. For the united nations apc (agreement on minimum requirements for the issue and validity of driving permits) agreement, and relevant ec directives are described briefly and discussed, as are the findings of the emct (European conference of ministers of transport) working group on 'international comparisons of practice and policy'.
