TRANSPORTATION FOR THE ELDERLY AND HANDICAPPED. A PROTOTYPE CASE STUDY OF NEW YORK STATE EXPERIENCE IN ACTIVATING AN ELEMENT OF A FEDERAL GRANT PROGRAM

The Urban Mass Transportation Act of 1964, provided grants and loans to states and local public bodies and agencies to assist them in providing mass transportation systems to meet the special needs of the elderly and handicapped. This act was further amended in 1973, and the assistance was extended to private nonprofit corporations and associations. The report looks at this program and its administration in New York State. The development of this program was traced from the rules and regulations provided by the Urban Mass Transportation Administration, to examine the proposals of the private nonprofit organizations, and to determine both the problems involved in the administration of the program and the ways in which these proposals would meet the transportation needs of the elderly and handicapped.
