NEW OSHA TRENCHING REGULATIONS IN EFFECT

March 5, 1990, is the effective date of OSHA's newest construction standard. Excavations, 29CFR Part 1926 Subpart P is the result of a long and detailed regulatory process. It mandates the protection of employees while allowing the contractor wide latitude in designing, selecting, and implementing protective measures and systems. The following methods of employee protection are recognized by the new standard: sloping and benching of the soil; on-site-constructed wood shoring systems; trench shields; aluminum hydraulic shoring; and other alternatives to wood-shoring, such as pneumatic hydraulics shoring and trench jacks. The key to the new standard is soil classification. The three types of soils recognized in addition to stable rock are described in this article. Also included are some general points to remember about the standard, such as the requirements to locate underground facilities before work is begun and to assure the stability of adjoining structures.
