SUCCESSFUL SITING OF AIRPORTS: SYDNEY EXAMPLE

A procedure for siting airports and other major facilites is proposed in this paper. It is based on the recognition that massive uncertainty is part of every such project: neither the performance of the system nor its loads can be predicted accurately. The procedures of decision analysis provide the means to evaluate these risky alternatives. A procedure is recommended that leads to a siting process with 3 important features: recognition of the realistic uncertainties in traffic forecasts as demonstrated by experience; insurance arrangements to protect the public at large against risk and potentially catastrophic eventualities; and a strategy with contingency plans for altering the deicision should future events warrant.
