POLLUTION ON WHEELS II: THE CAR OF THE FUTURE

In 1988 the American Lung Association issued a report, "Pollution on Wheels," which analyzed the nation's serious air pollution problem and the role which motor vehicles play in it. This report continues that study, providing data from 1988 and 1989. Since the first report, the air quality situation has remained stagnant or deteriorated. During 1988 more than 100 areas of the country exceeded the health based standards for ozone. For carbon monoxide, 44 areas exceeded the 1988 health based standards. According to Environmental Protection Agency estimates, more than 130 million Americans live in these unhealthy areas, more than half of the U.S. population. The health and environmental need for more stringent vehicle pollution controls can no longer be debated. Recent air quality levels reveal that growth and other factors are overtaking many of the technological gains of the 1970s and 1980s. This report is divided into five parts as follows: (I) Background; (II) The Impact of Transportation (health costs, growth trends, and conclusions regarding emissions from vehicles); (III) Potential Auto Emission Control Strategies (hydrocarbons, oxides of nitrogen, carbon monoxide, and conclusions regarding emissions from vehicles); (IV) Proposals for Emission Control (1993 standards for passenger cars and Tier 2 standards for light duty vehicles); and (V) The Car of the Future.
