1989 BELTWAY CORDON COUNT OF VEHICULAR AND PASSENGER VOLUMES
In the spring of 1989, the Transportation Planning Board of the Metropolitan Washington Council of Governments conducted its sixth study of inbound travel crossing the Capital Beltway from 6:00 A.M. to 7:00 P.M. This 1989 Beltway Cordon Count report presents the data and principal findings. The study measures such travel characteristics as traffic volumes, auto occupancies, and transit use. These measurements are used to identify trends in commuter and non-work travel, and to evaluate the impact of transportation capital improvements and policies. The five previous Beltway Cordon Counts were performed in 1978, 1980, 1981, 1984 and 1986. As in each of these previous study years, the 1989 count showed a substantial increase in the number of people and vehicles crossing the Beltway.
