STATE AND PROVINCIAL LICENSING SYSTEMS: COMPARATIVE DATA. GUIDELINES FOR MOTOR VEHICLE ADMINISTRATORS

This publication is a continuation of the series "Guidelines for Motor Vehicle Administrators." The report updates and supersedes the 1980 edition. It presents comparative data on the driver licensing systems of the States, the District of Columbia, Puerto Rico, and the provinces and territories of Canada. There are eight sections to the report, each accompanied by tables. Section A discusses the preissuance requirements; restrictions, if any; length of term; and fees for an instruction permit (learner's permit). Section B concerns the original issuance of a driver's license and Section C driver's license renewal. Section D covers driver testing. Section E discusses the method of selection, minimum age, educational requirements, vehicular experience, and training of driver examiners. Section F discusses the selection and training of driver improvement personnel (other than clerical), and the scope and implementation of the driver improvement program. Section G covers medical advisory boards. Section H, driver licensing administration, discusses facets of drivers' records (including content), retention and availability; reciprocity of records; duplicate driver's licenses; international driver's license; and identification cards.
