THE ESTIMATION OF ECONOMIC SAVINGS FROM INCREASED SAFETY BELT USE. METHODOLOGY PAPER

A methodology is described for use in estimating the fatalities and injuries that would be prevented in individual states if safety belt usage were to increase. Economic savings that would result from lower fatality and injury rates are also described and their application to safety benefits is illustrated. A general discussion of state welfare and assistance program costs that result from motor vehicle accidents is provided, and a methodoloty for estimating state budgetary savings from lower Medicaid expenditures and increased tax revenue is described.
